Construction Updates

In September and October 2026, we will continue utility work in city streets in Fremont, San Jose, and Santa Clara at the locations identified below. Construction activities are also ongoing at the Power Santa Clara Valley Project’s two terminal station sites. Additional information will be provided through construction signage, advance notifications, and updates to this page as work progresses.

September and October 2026 (Last updated: September 24)

FREMONT

● BOYCE ROAD near Auto Mall Parkway. Work in southbound lanes, with partial lane closures during working hours. Some night work planned.

● CUSHING PARKWAY between Auto Mall Parkway and Pacific Commons. Work in southbound and center lanes, with partial lane closures during working hours.

● CUSHING PARKWAY between Pacific Commons and Northport Loop West. Southbound side of bridge to be closed at night with northbound lanes remaining open for two-way traffic.

● FREMONT BLVD between West Warren Avenue and Lakeview Boulevard. Work in various lanes each direction, with partial lane closures during working hours.

SAN JOSE

● MONTEREY ROAD between Metcalf Road and Capitol Expressway. Southbound lane closures, with one southbound lane remaining open.

● MONTEREY ROAD between Capitol Expressway and I-280. Work in southbound and northbound lanes, with partial lane closures during working hours.

● MARKET STREET between Santa Clara Street and West St. James Street. Work in various lanes, with partial lane closures during working hours.

● WEST JULIAN STREET between SR-87 and Market Street. Work in westbound lanes, with partial lane closures during working hours.

SANTA CLARA

● LAFAYETTE STREET between the SR-237 overpass and Fairway Glen Drive. Work in both directions, with partial lane closures during working hours.

WHAT TO EXPECT DURING CONSTRUCTION

Temporary Construction Impacts

The main temporary construction impacts to expect are traffic congestion from lane closures and construction noise, including pavement cutting, jackhammering, and heavy equipment operation. Typical Construction Sequence

1. Creating a safe work zone by setting up traffic control measures like signs, cones, and barriers
2. Surveying and confirming existing underground utilities
3. Pavement cutting
4. Excavation
5. Installation of underground utilities
6. Backfilling
7. Temporary restoration
8. Final repaving – after a stretch is complete, our crews will permanently repave the work area, blending the excavated portion into the surrounding pavement and replacing pavement markings
9. Cable installation – in many areas, this 2- to 4-week activity may take place months after final repaving is completed

Construction Duration

Most construction activities will take place at a given location within a two- to six-week window from start to temporary restoration (step 7 above). This window can depend on the amount of utilities already under the street and on soil conditions. The trenching process moves ahead in a continuous train and often has several of these activities taking place in a single work zone.

WORK Hours

Work hours vary by location, in coordination with City departments and inspectors to balance traffic congestion and noise with construction duration and efficiency. Typical daytime work hours are approximately 7 am to 5 pm. Adjustments are made for factors including traffic patterns, major intersections, local community services like schools, noise sensitive areas like neighborhoods, and more. In certain circumstances, work may take place at night to minimize construction disruptions. Most activities allow for the road to be reopened to traffic outside working hours.
